§ 34.38 PURCHASE OF SERVICES.
   The Town Council as the Purchasing Agency may purchase services using any procedure it considers to be appropriate and may, but is not required to, make rules governing the purchase of services. Generally, in purchasing services, the Town Council as the Purchasing Agency will give, and expects its authorized Purchasing Agents to give, consideration to the competence and qualifications of the service provider with respect to the type of services to be performed, but this is a non-binding guidance as there can be many different variables involved depending on the nature of the service needed. The town and its Authorized Purchasing Agents may engage in negotiations for the compensation and extent of service.
