§ 32.16 POWER OF EXECUTIVE COMMISSIONERS TO PROMULGATE DEPARTMENTAL OPERATING RULES.
   Each Commissioner shall have the authority to promulgate and implement written rules and regulations for the conduct of operations of their respective departments as shall seem necessary and proper to each Commissioner for the effective operation of that department and for implementation of the Town Council's policy in respect of that department. The written rules and regulations shall become effective upon submission of the same to the full Town Council for ratification at the Council's next regularly scheduled meeting following the adoption by the Commissioner of the written rules and regulations. The Town Council, at that meeting, shall have the power to ratify or disallow the same in total or in part, or amend the same as it may deem appropriate.
