§ 31.09 MEMBERSHIP IN PROFESSIONAL ORGANIZATIONS; CONTINUING EDUCATION.
   Members of the Town Council, the Clerk-Treasurer, the town employees and the town as an entity may, with the consent of the Town Council, become members of organizations devoted to dissemination of education material relating to town functions, representation of towns and cities before state and federal bodies, coordinating councils concerned with town functions such as zoning, industrial development, regional planning, traffic control and so on.
   (A)   Town Council members, the Clerk-Treasurer and town employees may, with prior consent of the Council, attend meetings, seminars, councils and so on sponsored by those organizations or relating to town functions.
   (B)   Where membership in those organizations and attendance at those meetings are approved by the Council, the Council may authorize appropriations for payment of any membership dues in the organizations and may authorize reimbursement for travel expenses and costs of participation in any meeting so approved by the Council.
