Every officer, other than an elected officer, or employee shall retire no later than upon reaching the age of 70. However, if state or federal law should hereafter limit the minimum mandatory retirement age which may be prescribed by a municipal employer to an age greater than 70, that greater minimum mandatory requirement age shall apply. By special arrangement with the Town Council, an officer or employee may be retained beyond the mandatory retirement age prescribed by this section.
