§ 31.05 ASSIGNMENT OF DUTIES; DISPUTED DUTIES.
   (A)   The Town Council may assign to any officer or employee any duty which is not, by law or ordinance, specifically assigned to some other officer or employee. Unless the law or ordinance expressly or implicitly prohibits such action, when a law or ordinance does not specifically ascribe a duty to a particular officer or employee, and the officer or employee is unable to perform the duty for any reason, the Town Council may also temporarily assign the duty to another officer or employee.
   (B)   The powers of the Town Council under this section are supplementary and do not affect the powers of executive commissioners, other officers, department heads and supervisors to assign duties to employees within the proper scope of their usual jurisdiction. The Town Council also shall have the power to determine disputes or questions relating to powers and duties of officers and employees unless otherwise provided by law or ordinance.
