Except as hereinafter provided, the following sections or provisions apply to all officers and employees of the town or municipally owned utilities. However, in instances where the Town Council has approved and adopted any further, more specific or more detailed policies or employment agreements governing specific offices and departments, classes of employees (such as police officers) or individual employees, the adopted policies or agreements shall apply and supplement, or, in the event of a conflict, shall supersede, the following provisions.
