(A) Any purely ministerial power or function vested in any officer, board, commission or other entity by a provision of this code of ordinances may be delegated to and exercised or performed by a deputy or other authorized agent or representative of the authority in whom the ministerial power or function is vested, except that no person shall be permitted to receive or handle public funds or other monies in the custody of the town unless they are properly bonded or expressly so authorized by law.
(B) The delegation of a ministerial power or function does not relieve the principal authority in whom it is vested of responsibility for proper and timely performance.
(C) Any power or function vested in an officer, board, commission or other entity which involves the exercise of official discretion shall be performed or exercised only by or under the immediate supervision of the authority in whom it was vested and it may not be delegated unless a provision of this code or law expressly so permits.
