(A) A formal written agenda may be prepared and used by the Town Council at any of its meetings.
(B) If an agenda is employed, it shall be prepared in advance by the Clerk-Treasurer and copies shall be provided in advance to each Council member and one copy posted outside the meeting place. The Clerk-Treasurer shall include the following items on the agenda:
(1) Routine matters in accordance with an established or customary order of business (e.g., roll call, reading of minutes, and so on.
(2) Items of old business expressly postponed to the ensuing meeting, or unfinished business included in the agenda or first introduced at an immediately prior meeting.
(3) Any items of new business which are:
(a) Required by law or ordinance to be considered at the ensuing meeting; or
(b) In the case of a special meeting, those items of business which are the purpose for which the special meeting was called; or
(c) Are directed to be included by the Town Council President or by a petition signed by a majority of the members of the Council.
(C) The order of the agenda may be amended by a motion at the meeting. Additional items of new business not included on the agenda may be introduced and considered as required by circumstances and permitted by the time available, but only if the Council adopts a special motion consenting to and accepting the introduction of the further business. This section is intended to be purely permissive and does not oblige the Council to prepare and use a written agenda at any of its meetings.
