§ 30.32 SPECIFIC RULES OF PROCEDURE; QUORUM; VOTING.
   (A)   A majority of all the constituent memberships of the Town Council must be present for the conduct of business.
   (B)   Any action, other than the adoption of an ordinance, may be taken upon the favorable vote of a majority of the members present, unless a larger vote is required by statute or ordinance. An ordinance may only be adopted upon majority vote of all of the constituent members of the Council, whether present or not.
   (C)   For the purpose of this section, an abstention is not counted as a favorable vote.
   (D)   If a tie occurs, final action shall be deferred to the next meeting; provided, if the entire Council consists of an even number of members and a tie occurs, the Clerk-Treasurer may cast a deciding vote in accordance with IC 36-5-2-8(b).
