§ 30.31 GENERAL RULES OF PROCEDURE; PRIORITY; SUSPENSION OF RULES.
   (A)   Meetings of the Town Council shall be governed by parliamentary rules in priority, in order as follows:
      (1)   By all rules of procedure governing a Town Council as prescribed by statute.
      (2)   By all specific rules as set forth herein to the extent not in conflict with division (A)(1) above, and
      (3)   By the latest edition of Robert's Rules of Order, to the extent not in conflict with divisions (A)(1) and (A)(2) above.
   (B)   Any rules described by divisions (A)(1) and (A)(2) above may be suspended at any time by consent of a majority of the members present. Rules prescribed by statute may not be suspended, except that the rule prescribed by IC 36-5-2-9.8, that an ordinance may not be passed on the same day or at the same meeting where it is first introduced may be suspended with the unanimous consent of the members present.
