§ 30.30 CONTINUOUS SESSIONS.
   (A)   The Town Council shall have no definite session or sessions, but shall be in continuous session for the conduct of executive and legislative business of the town government.
   (B)   The Council may determine and adopt by motion a fixed schedule of regular meetings to be held at the times and places as it determines, or shall otherwise fix the time and place of its next meeting at the termination of each meeting.
   (C)   Special meetings may be called by either the Town Council President or by a majority of the other members of the Council.
      (1)   Written notice of a special meeting shall be given at least 24 hours in advance to any Council member who is not a party to calling the special meeting. However, in an emergency, lesser notice may be given and may be given by telephone or personally instead of in writing.
      (2)   If a member cannot feasibly be given notice (as, for example, if the member is out of town), the inability to notify the member does not bar the conduct of the special meeting nor invalidate any actions taken and provided further that if a member is not given notice of a special meeting for any reason, but attends anyway, that attendance shall be sufficient in lieu of notice.
   (D)   If necessary to suit the convenience of the Council or the public, the Council President may alter the time and/or place established for a meeting upon giving the same notice required above in the case of calling a special meeting.
   (E)   All regular or special meetings, other than confidential executive sessions when authorized by law, shall be open to the public in accordance with IC 5-14-1.5 but, pursuant to IC 5-14-1.5-5(f), public notice as required under IC 5-14-1.5-4(a) need not be given for any regular or special meeting unless the meeting is required to be held by statute, ordinance or regulation.
   (F)   If possible, the Clerk-Treasurer shall post a notice of the meeting in advance outside of the meeting place and if a written agenda is to be used at the meeting, a copy of that agenda shall be posted as well.
