§ 30.18 ELECTION OF PRESIDENT; TERM; VACANCIES; POWERS AND DUTIES.
   (A)   At its first regular meeting of each year, the Town Council shall elect one of its members as President. The President shall serve until the first regular meeting of the next succeeding year, unless he or she sooner resigns the Presidency or ceases to be a member of the Council for any reason. If a vacancy occurs, the Council, at its next regular meeting thereafter, shall elect another member as President to fill the remainder of the vacating President's term. The President shall have:
      (1)   All powers and duties ascribed by statute to a town executive or by ordinance to the Town Council President.
      (2)   The power to sign all ordinances and resolutions passed and adopted by the Council, provided, the President does not have power of veto and may only refuse to sign an ordinance or resolution on one of the following grounds:
         (a)   That the document presented for signature is not a true and accurate copy of the ordinance or resolution actually passed by the Council.
         (b)   That the ordinance or resolution was not lawfully and properly passed by the Council in accordance with all applicable statutory requirements and requirements of parliamentary rules governing the Council.
      (3)   All other powers and duties necessary or dispensable to the presiding officer of a public governing body for the conduct of its official business.
   (B)   If the President is absent at a meeting or is disqualified from presiding for any reason, the Board may designate another member to preside temporarily for purposes of that meeting. The designee shall have the powers of the President under division (A)(3) above, but not the powers under divisions (A)(1) and (A)(2).
