§ 30.03 SPECIAL COMMITTEES.
   (A)   The Town Council may, by resolution or motion, establish special committees, either standing or ad hoc, to assist the Council with administration of the town or the conduct of special business. These committees may be established to conduct studies or investigations, formulate plans or policy recommendations and similar matters to the extent not requiring final action by the Council.
      (1)   A committee may consist of Council members, other officers or employees of the town government or municipally owned utilities, interested citizens or a combination of the foregoing, the exact constituency and members to be specified in the resolution or motion.
      (2)   The resolution or motion shall specify the purpose and duties of the committee and, in the case of an ad hoc committee, the term for which the committee shall exist or the date by which its final report must be presented to the Council.
      (3)   Unless particular ex officio memberships are stipulated in the resolution or motion, specific appointments shall be made by the Town Council President, who also shall designate the chairman of the committee, all subject to approval by the majority of the Council.
   (B)   All these committees shall function as adjuncts to the Council and their meetings and proceedings shall be governed by IC 5-14-1.5, including IC 5-14-1.5-5(a).
