Any work being contemplated within the cemetery, including monument work, must be approved by the Sexton. No shrubs or trees shall be planted except at the direction of the Sexton. Also, the Sexton shall have sole discretion in determining the location of living plants or flowers, whether planted directly in the soil or maintained in planters. All live flowers and plants, artificial flowers and plants, and grave adornments shall be removed by the cemetery Sexton on October 30 and April 1 of each year.
