It is unlawful for any person to dig a grave in the cemetery, or to place a monument or grave marker in such cemetery, without first securing from the Clerk a permit to do so, and, when such permit is granted, such grave shall be dug, or such monument or grave marker placed in strict compliance with the provisions and specifications in this chapter.
