The joint city-county Recreational Board shall submit a budget of proposed receipts and expenditures to the County Fiscal Court and the City Council for its approval before April 1 of each year in order that the approved appropriation from each government, city and county unit may be included in the budgets of the respective governmental units. The fiscal year of the Board shall be from July 1 to June 30 of each year.
