The joint city-county Recreational Board may provide, maintain, and conduct parks, playgrounds, and recreation centers and buildings thereon, according to law, and may employ trained or otherwise qualified park superintendents, playground directors, supervisors, recreational superintendents, or other officers and employees as it deems proper.
