The joint city and county Recreational Board shall be made up of nine (9) members. Four (4) members shall be residents of the county and appointed by the County Judge to four (4) year terms except the first term which shall be for one (1), two (2), three (3) and four (4) year terms, one (1) of which shall be a member of the County Fiscal Court. Four (4) members shall be residents of the city and shall be appointed by the Mayor to four (4) year terms except the first term which shall be for one (1), two (2), three (3), and four (4) year terms, one (1) of whom shall be a member of the City Council. The ninth (9th) member shall be appointed jointly by the County Judge and the Mayor by agreement, to a four (4) year term.
