§ 22.306 RECORDS AND ACCOUNTS
   The Manager of the system shall keep and preserve the records of all meetings, as well as the accounts of the Commission, and shall be custodian of all funds under the control of the Commission. Funds shall be deposited in the bank and withdrawn on a check signed by the Chairman or, in the event of his absence, by the Vice-Chairman and countersigned by the Manager.
