(A) There is created and established a commission to be known as the Water and Sewer Commission to supervise, manage, and control the business affairs of the city water system and sewer system.
(B) The city enacts this subchapter to insure an efficient management and operation of the municipal water and sewer system for the use and benefit of the users of the system, to protect the investments of the citizens, and to assure the holder or holders of the water and sewer system revenue bonds of the city that an efficient and faithful operation of the system will be accomplished.
