§ 21.004 APPOINTMENT AND REMOVAL
   All nonelected city officers and officials shall be appointed by the Mayor and all those appointments shall be with the approval of City Council. The officers and officials may be removed by the Mayor at will unless otherwise provided by statute or ordinance.
