It shall be unlawful for any person or entity to offer or give away any live animal as a prize or reward in connection with any raffle, protest, demonstration, promotion or other event, or as part of any gratuity or pecuniary or monetary exchange to induce entry into any game, contest or other competition. Nothing in this section shall be construed to prohibit the auction or sale of animals, or the giving away of animals as part of an animal shelter or rescue program, a farm or youth education program, or a reasonably similar program.
