If a city resident has a commercial site for which service is paid under this article, or if a resident makes provisions for disposing of garbage in a manner that does not require the payment of a fee, the resident may apply and provide proof to the city, or its designated agency, for a waiver of the services under this article. If a waiver is granted, no fee shall be imposed upon that resident. A city resident may also seek a waiver refusing only the receipt of a container for recyclables. but such refusal does not relieve that resident of the total regular fee for garbage collection services.
