Bids for the franchise will be judged on the basis of the consideration offered to the city for the franchise, the specifications of the services proposed to be rendered, the fees and prices to be charged to residential and commercial customers for said services, and the ability of the bidders to adequately perform the services. All bids shall include tipping fees and any other state or federal assessments, and no additional fee, charge or assessment shall be added to any customer's bill for the regular collection services of garbage.
