The franchise holder shall use for the collection of garbage which is defined as food waste and other items which quickly and easily decompose, becoming noxious and/or a health hazard, an enclosed container in a leak-proof truck or trailer equipped so as to compress and pack the garbage so collected. Equipment used solely for the collection of other types of garbage not previously defined in this section, shall be enclosed so as not to scatter and disburse the garbage. The franchise holder shall empty all waste from the containers and return the containers upright to the curb, or other designated area, with the lids secured tightly. In the event of any spillage, the franchise holder shall immediately clean up the waste. The franchise holder shall maintain any and all dumpsters in a sanitary condition and in a clean and neat outward appearance.
