As used in this article, the term "COMMERCIAL" shall include real estate, buildings or premises used for retail or wholesale trade, personal or consumer services, public facilities, and residential buildings with a total of three (3) or more rental units for which the property owner provides and pays for the garbage collection services to be rendered for all such units. This term shall not include industrial real estate, buildings or premises.
