§ 30.205 FRANCHISE BIDS AND REQUIREMENTS
   Each bidder for the garbage franchise shall submit its bid to the city and shall base such bid on the following information:
   (A)   The city establishes, by this article, garbage collection services within the city limits for the collection of garbage. The city also adopts services for the collection of recyclable materials within this article.
   (B)   The franchise holder shall be required to provide pickup service for regular residential and commercial garbage at each home or establishment one (1) time each week. The franchise holder shall be required to provide pickup service for non-standard or bulk items, including large appliances and furniture, at least once a month as determined by the franchise holder. The franchise holder shall also be required to offer collection services for recyclables once every two (2) weeks, and when collected, they shall be collected on the same day of the week as that for regular garbage collection. The pickup for all of the services listed in this division (B) shall be made at curbside in front of the property, or at an alley or other driving-accessible area on the property.
   (C)   Should a commercial customer regularly exceed the designated containers, the commercial customer shall have the right to refuse the garbage collection services of the franchise holder. Under such circumstances, the commercial customer will be required to dispose of garbage through a hauler providing dumpster service. Such commercial customers utilizing dumpsters shall contract directly with a hauler of their choice, outside of the terms of this franchise, with the franchise holder being given preference if feasible.
   (D)   If an agency is designated by the city to collect the fees provided for herein, the franchise holder shall pay the agency an administrative fee based on the terms and provisions negotiated in a contract with the franchise holder. Under such circumstances, should any fees be paid directly to the franchise holder for regular or additional garbage collection services, the franchise holder shall remit same to the city, or its designated agency responsible for collecting such fees.
   (E)   The franchise holder shall provide, free of charge to the city, garbage collection services on all containers and dumpsters located at city owned or leased properties. The franchise holder shall further provide each month a senior citizen discount to customers sixty (60) years of age or older. Persons wishing to receive benefit of such discounted services shall file a written request or designated application with the city, or its designated agency.
