All payments for garbage collection services shall be made monthly to either an agency designated by the city or to the franchise holder. Charges are considered delinquent after the due date, and penalties may be assessed in accordance with the provisions established by the entity responsible for collecting any amounts due. Any garbage hauler that picks up trash for a fee in violation of this article may be fined from one hundred dollars ($100.00) to five hundred dollars ($500.00) for each occurrence.
