§ 30.202 SERVICE CHARGES
   (A)   The city may set fees from time to time as deemed necessary to provide the services in this article, through the passage of a municipal order. Any services in addition to the regular or standard collection services not otherwise addressed in this article shall be obtained by contacting the entity responsible for billing of such services, and any extra charge for such services will be included on the customer's bill. "Non-curb" or "carry out" service shall be available to all customers at the rate stated in the bid, and the difference between that rate and the rate for standard collection services shall also be included on the customer's bill. Persons wishing to receive benefit of "non-curb" or "carry out" services shall file a written request or designated application with the city or its designated agency.
   (B)   Commercial customers shall pay amounts and fees to the city, or its designated agency, as determined by the city to be necessary to provide the services in this article. Commercial customers utilizing dumpsters may contract directly with such haulers as they may choose unless otherwise provided by this or any subsequent ordinance. With regards to rental property, the property owner is responsible for any payment of garbage collection services if the tenant fails to pay same.
