Regulations for collection and disposal of garbage, trash, debris and refuse (Thereinafter referred to as "garbage"), as well as information concerning the rates for such services, are embodied within this article. A contract shall be negotiated between the city and any successful bidder (hereinafter referred to as the "franchise holder"), and shall contain all the essential elements to carry out the provisions of this article. Industrial and dumpster customers may contract with any qualified entity they desire for the collection of garbage or industrial waste, unless otherwise provided in this or any subsequent ordinance.
