§ 70.015 WHEN REQUIRED
   No person shall occupy or re-occupy, or let to another to occupy or re-occupy, any dwelling or dwelling unit, rooming house or rooming units, nor shall water, electric, or gas utilities be supplied by the city or a utility company until an occupancy certificate has been issued.
