§ 61.017 STANDARDS OF ISSUANCE
   (A)   Each application must be accompanied by an official copy of the criminal records for each applicant and all agents, employees, or other persons who will be assisting in the business operations in the city. The official records must be from the Kentucky Administrative Office of the Courts for those residing in Kentucky, or from the respective state agency in their residential state for those residing outside Kentucky.
   (B)   In considering whether the applicant's business would cause a substantial threat to the public health, safety, morals, or general welfare of the citizenry, tangible evidence of any of the following will constitute valid reasons for disapproval of an application:
      (1)   Applicant has been convicted of a crime of moral turpitude.
      (2)   Applicant made willful misstatements in the application.
      (3)   Applicant has committed prior violations of ordinances pertaining to itinerant merchants, peddlers, solicitors, and the like.
      (4)   Applicant has committed prior fraudulent acts.
      (5)   Applicant has a record of continual breaches of solicited contracts.
