(A) Except as provided in division (B), Halloween “trick or treating” within the city shall be permitted on October 31, from 5:00 p.m. to 8:00 p.m.
(B) In those years in which October 31 falls on a Sunday, Halloween “trick or treating” shall be permitted on October 30, from 5:00 p.m. to 8:00 p.m.
