For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"ANIMAL." Any living creature, domestic or wild, other than human, that is or may be owned, kept, or harbored on premises of owner.
“ANIMAL CONTROL OFFICER.” The officer employed, appointed and/or authorized in the county to primarily enforce the dog, animal, and livestock laws of the Commonwealth and this chapter, and to maintain and operate the county animal shelter.
“ANIMAL SHELTER.” Any premises designated and operated by the animal control officer under authority of the county for the purpose of impounding and caring for dogs or other animals held under provisions of this chapter.
“DOMESTIC PETS.” Any of the following animals: domestic dog, cat, rabbit, guinea pig, chinchilla, hamster, gerbil, ferret.
"HUMANE SOCIETY." Any organization of the Commonwealth organized for the purpose of preventing cruelty and inhumane treatment to animals.
“NON-DOMESTIC ANIMAL.” Any animal other than the animals listed in this section's definition of “DOMESTIC PETS”.
"OWNER." Any person, partnership, or corporation that owns, keeps, or harbors a dog or other animal referred to herein.
“RESTRAINT.” A dog shall be deemed to be restrained if kept upon the premises of its owner, either behind a fence or some other form of physical containment or under the owner's or other responsible person's supervision at all times when outside, or if accompanied by the owner or another responsible person off the owner's premises, and kept under that person's control by a leash or other form of restraint physically limiting the movement of the dog.
