No person in charge or control of any property within the city, whether as owner, tenant, occupant, lessee, or otherwise, shall allow any vehicle to park on any unimproved portion of the property. For the purpose of this section, UNIMPROVED means any portion of the property without a hard finished surface (concrete, asphalt, etc.), commonly referred to as the yard. For the purpose of this section, a vehicle is considered parked if it remains stationary in one (1) location for more than one (1) hour.
