Any person operating a motor vehicle, junkyard, auto body shop, auto lot, or the like failing to comply with any applicable provision of this chapter shall be subject to the following:
(A) The City Council shall have the authority for just cause to direct the City Clerk/Treasurer not to issue or renew a license that may be applied for. The applicants for the license shall then have the right to be heard before the City Council and show cause, if any, why the license should be issued or renewed.
(B) The City Council shall have the right for just cause to revoke any license issued or renewed hereunder. The licensee shall then have the right to be heard before City Council and show cause, if any, why the license should not be revoked.
