The City Council may grant a variance as set forth in this chapter for sidewalk repair or sidewalk replacement in the streetscape area if it cannot reasonably be met due to extraordinary circumstances including, but not limited to, excessive existing street slopes, unusual relationships between streets and existing building entrances, or natural obstacles. The property owner may petition the City Council for a variance. A variance granted by the City Council and the reasons for granting the variance shall be documented in the minutes of the City Council meeting.
