The cost for the initial replacement of the sidewalks, curbs and paver stripes within the streetscape area will be apportioned between the city and the respective property owners as determined by the City Council. The property owner's share of the cost shall be fixed by an ordinance enacting a special assessment pursuant to KRS 91A.200, et seq. The work shall be performed under a written agreement with a reputable contractor.
