If the Director of Public Works/City Engineer approves the property owners to complete or to oversee completion of the repairs and, after inspection by the city, the work is determined to be unsatisfactory, or has not been performed in accordance with the applicable design specifications, the Director of Public Works/City Engineer or his/her designee shall give written notice to the property owners and shall proceed under the provisions of § 41.054.
