§ 41.041 UNDERGROUND VS ABOVE-GROUND FACILITIES
   In public ways where electrical, telephone or other utility wiring or cables are located underground, either at the time of initial construction or no more than thirty (30) days after construction, similar facilities must also be located underground at the utility's expense, unless granted permission to do otherwise by the Director of Public Works/City Engineer. If electric, telephone or other utility wiring or cables are aerial, a utility may install aerial wiring or cables, except where a property owner or resident requests underground installation and agrees to bear the additional cost over aerial installation.
