(A) All impounded motor vehicles except as set forth in this section shall be released to the owner or other person authorized by the owner to claim the motor vehicle on the payment of basic impounding charges according to the prevailing rate of those towing companies currently on the rotation list of the Police Department. If at some future date the city should provide impounding services, fees charged would be consistent with the prevailing rates at that time.
(B) The person may also be required to pay for other towing or storage services which may be necessary to remove or properly maintain the impounded motor vehicle.
