(A) Any person receiving a notice of violation may appeal the determination of the Enforcement authority. The notice of appeal must be received within fourteen (14) days from the date of the notice of violation. Hearing on the appeal before the appropriate authority or his/her designee shall take place within forty-five (45) days from the date of receipt of the notice of appeal. The decision of the appropriate authority or his/her designee shall be final.
(B) The hearing provided for in this section shall be presided over by the Mayor or his/her designee. Each party to the hearing shall have the right to present evidence and cross examine any testimonial evidence presented by an opposing party.
