During the effective period of water rationing as provided for in § 31.602, the Commission Manager is empowered to promulgate such regulations as may be necessary to carry out the provisions of this subchapter, any water supply shortage resolution, or water shortage rate ordinance. Such regulations shall be subject to the approval of the Commission at its next regular or emergency meeting.
