All city residents and business establishments and property owners shall place garbage in a container of nonrusting metal, or plastic with a tight-fitting lid which must be kept on owner's premises. All such containers shall be removed from the curb or edge of the street or alley within 48 hours of when they are placed there for garbage collection.
