(A) The animal shelter may conduct a trap, neuter, and return program for stray cats within the city limits, pursuant to rules as may be adopted or amended by the Board of Public Works and Safety.
(B) The animal shelter shall record, maintain, and compile such information as is necessary to determine the efficacy of the program.
(C) This section remains effective for one year beginning the date of its passage.
