§ 130.08 POLITICAL ACTIVITY AT CITY HALL.
   (A)   The city hall is a public facility and the principal function of this facility is to facilitate the business of the city. It is therefore ordered that political activity—that is the soliciting or receiving any assistance for any political party, political purpose or political candidate, personal business for profit or gain, or any other unauthorized or inappropriate activity conducted in the facility at any time—be deemed void and in violation of the use and intent of the facility.
   (B)   This section also relates to the use of any and all telecommunication devices, or equipment used to copy, produce, transmit or receive data or printed information for political activity.
   (C)   Only authorized public meetings or gatherings with expressed benefit to the citizens of the city, or in the general public interest, may be conducted in the aforementioned facility. Authorization shall mean approval by the Mayor with the consent of the City Council. Failure to comply with this directive shall render the violating group or organization noncompliant and disallow their use of any city-owned facility.
