§ 115.16 LICENSING DURING BEARS OF BLUE RIVER FESTIVAL.
   (A)   The Bears of Blue River Festival shall have the right and authority to license any peddlers or transient merchants during the officially-designated period of the annual Bears of Blue River Festival.
   (B)   This definition of peddlers and transient merchants shall continue as set forth in § 115.01.
   (C)   The Board of Public Works and Safety shall retain full authority to license any peddlers or transient merchants as set forth in this chapter, however, this authority shall be shared with the Bears of Blue River Festival Committee during that week.
   (D)   The Bears of Blue River Festival Committee shall be allowed to charge fees for the issuance of licenses to these peddlers or transient merchants. Sums collected for these licenses shall be deemed to be the property of the Bears of Blue River Festival Committee.
   (E)   No peddler or transient merchant shall be allowed to engage in his or her business during the Bears of Blue River Festival without being licensed by either the Bears of Blue River Festival Committee or the Board of Public Works and Safety.
