All garbage from stores, groceries, slaughterhouses, fruit and vegetable establishments, railroad cars, factories, and other business establishments shall be removed at least once a week at the cost of the person causing, suffering, or permitting the garbage to accumulate. Any building containing more than four dwelling units shall be considered a business establishment. A business establishment must comply with all applicable ordinances concerning garbage storage and dumpster and trash container placement.
