(D) At the intersection of two through streets or at the intersection of a through street and a heavy traffic street not so designated, stop signs shall be erected at the approaches of either or both of these streets, as determined by the Traffic Safety Officer upon the basis of an engineering and traffic study.
(E) The Traffic Safety Officer is authorized to determine and designate intersections where particular hazards exist upon other than through streets, may designate such an intersection as a stop intersection, and erect stop signs at one or more entrances to these intersections.
