The Traffic Safety Officer shall place and maintain traffic-control signs, signals, and devices when and as required under the traffic regulations of the city to make those regulations effective; in addition, he or she may place and maintain additional traffic-control devices he or she deems necessary to regulate traffic under the city traffic regulations or under the state law, or to guide or warn traffic.
